The German Council of Science and Humanities (Wissenschaftsrat) draws up recommendations on the development of science and research in particular of the university sector and thereby contributes to safeguarding the international competitiveness of German science in the national and European science system. The Wissenschaftsrat issues statements, recommendations and prepares reports that primarily concern the two major fields of science policy, namely

  • the scientific institutions (universities, universities of applied sciences and non-university research institutions), in particular their structure and performance, development and financing, and
  • general questions relating to the system of higher education, selected structural aspects of research and teaching as well as the strategic planning and assessment of specific fields and disciplines.

The German Council of Science and Humanities contributes to the attractiveness of the German science system by observing the development of foreign science systems and through the participation of international experts in consultations and expert groups. International data and experience are regularly taken into account in its recommendations. The Wissenschaftsrat cooperates with advisory bodies in other European countries and takes part in the yearly meetings of the European advisory bodies. Furthermore it is in close contact with national authorities on federal and “Länder” level as well as with the panel of experts of the German science organisations that coordinates international activities and with the “EU Liasion Office ot the German Research Organisations” (KOWI) in Brussels.
